Job Description:

1. Demonstrate an understanding of the values, philosophy, and mission of Catholic Charities Head Start, and is able to articulate this understanding to outside individuals, agencies, and families

2. Develop interagency agreements with the Local Education Agencies Specific LEA’s are: Joliet Public Schools, Valley View Public Schools, and Lockport Area Special Education Cooperative

3. Responsible for written reports also other reports as required in the areas of disabilities and mental health

4. Significant input of written grants as needed

5. Assists the transition of children receiving Mental Health and Disabilities Services to their next destination, ensuring a smooth and efficient process, with full parental participation

6. Work together with staff in the development of all Individualized Education Plans/Individualized Service Plans (IEP’s/ISP’s) for children with diagnosed disabilities, health, mental health, and nutritional needs

7. Create and monitor emergency procedures for children with disabilities and mental health concerns

8. Monitor and assist in recruitment and enrollment procedures to ensure that children with disabilities and mental health concerns are being actively recruited and enrolled into the program

9. Use tracking system to monitor children with disabilities and mental health concerns. Information from tracking to be used for reports listed in administration and management

10. Use tracking system for developmental screening follow-up. Assists with obtaining parental consent for needed services for children with a suspected/diagnosed disability

11. Monitor completion of developmental screenings at the site level. Referrals to the LEA will be made as soon as the need is evident and/or when the child fails the Head Start screening. Monitor and track children needing assessment and further evaluation


1. Conduct scheduled/unscheduled classroom observations to monitor DHHS Compliance with performance standards in the areas of Mental Health and Disabilities

2. Obtain direct guidance from a mental health or child development professional regarding screening instruments and the utilization of their results

3. Model behavior to assist teaching staff on ways to work with children with disabilities and mental health concerns

4. Attend and provide parental support during Multi-Disciplinary Conference and Individual Education Plan meetings and annual reviews

5. Attend and facilitate Child Health and Development Staffing’s between staff, parents, and community or medical personnel

6. Complete referral follow-up in disabilities and mental health areas

Job Requirements:

1. A Master’s degree in early childhood, social work, or special education is required for this position. All degrees must come from a regionally accredited educational institution which has U.S. Department of Education approval.

2. A minimum of three (3) years of working experience in Early Childhood setting areas is required.

3. Prior supervisor experience, preferred.

4. Ability to apply professional expertise to the child health and development program areas.

5. Working knowledge of Department of Health and Human Services (DHHS) Program Performance Standards and Community Resources.

6. Detailed knowledge of Occupational Safety Health Administration (OSHA) Guidelines.

7. Demonstrated ability to work effectively and constructively with persons from all racial, diverse cultures, family systems, and social backgrounds.

8. Proficiency in the use of Microsoft Office applications including Outlook, Word, and Teams.

9. Strong verbal and written communications skills.

10. Passage of complete background clearance, physical and Tuberculosis (TB) Test.
